Wooden Fishing Rod (lv10) can buy NPC Blacksmith - Goldie (Argent City 2194, 2706) - 1 damage for fishing spot
Teak Fishing Rod (lv20) - 2 damage for fishing spot
Cedar Fishing Rod (lv30) - 3 damage for fishing spot
Red Oak Fishing Rod (lv50) - 4 damage for fishing spot

Cheese Bait - x2 chance drop rate (works only for Dalmatian Koi Shoal or Blackback Shoal)
Meat Bait - x3 chance drop rate (works only for Bitterling Shoal, Cherry Salmon Shoal or Catfish Shoal)

How it works?
Player must equip the bait and each use of the bait will increase the drop chance
For example: 
- player catches anchovies without bait and has a drop rate of 5%
- player catches baited anchovies and has a drop rate of 5% * 1.5x = 7,5%

What do the levels of fish spots mean?
If your skill level below the fish spot level, you will not be able to catch that fish

The amount of exp needed for the level :
It means that from level 1 to 8 you need 28500 experience

  1 lvl skill = 500
    2 lvl skill = 1500
    3 lvl skill = 3500
    4 lvl skill = 6500
      5 lvl skill = 10500
     6 lvl skill = 15500
     7 lvl skill = 21500
     8 lvl skill = 28500

The amount of experience that is given for a fish shoals :
    1 lvl fishing shoals = 10 exp
    2 lvl fishing shoals = 16 exp
    3 lvl fishing shoals = 22 exp
     4 lvl fishing shoals = 30 exp
